Tougher driving tests could be introduced to help the government curb congestion without huge costs.

In a report by the Transport Committee ‘Out of the Jam: reducing congestion on our roads’, plans are outlined for learner drivers to be examined on a variety of road conditions, including traffic jams and roads works.

Other options for combating congestion, which it is estimated will cost the UK a staggering £25 billion by 2025, include a free Highway Code app to help communicate the rules of the road to motorists. Transport Committee Chair, Louise Ellman, said: ‘Improving the way we manage road space so that the network runs more smoothly is vital to the prosperity of the nation.’

‘More must be done to improve driver behaviour and road safety through better understanding of, and adherence to, the Highway Code.’
